JOB DESCRIPTION Senior Analyst – Monitoring, Evaluation & Learning National Skill Development Corporation (NSDC) | MEL Department | Grade: G3 1. ROLE IDENTIFICATION Job Title Senior Analyst-MEL Grade / Band G3 Department Monitoring, Evaluation & Learning (MEL) Division Quality Assurance Location New Delhi (HQ) Position Type Full-Time Reports To Manager – MEL (G4) 2. ROLE PURPOSE To execute the day-to-day monitoring, reporting, and analytical operations of the MEL department — converting field data, inspection findings, and stakeholder inputs into actionable dashboards, consequence actions, and programme improvement insights. 3. ROLE OVERVIEW • Serve as the primary operational engine of the MEL team, translating monitoring frameworks into execution across inspection tracking, MIS, dashboarding, grievance redressal, and consequence management. • Conduct concurrent monitoring of Government skilling schemes and maintain oversight of physical and virtual inspection cycles, flagging deviations for escalation. • Own the MEL division's dashboarding and MIS ecosystem, ensuring all stakeholders — NSDC leadership, MSDE, PMC — receive accurate, timely, and decision-ready reports. Manage data quality: verify candidate records, assessor reports, attendance data, and inspection outcomes against defined compliance benchmarks. 4. KEY RESPONSIBILITIES 4.1 Concurrent Monitoring • Track daily status of training batches: enrolment, attendance, assessment, and certification pipeline across centres. • Monitor physical inspection reports and virtual verification data from calls; classify findings into risk tiers (High/Medium/Low). • Identify anomalies, data gaps, and non-compliance patterns across data and escalate to Manager for consequence action. 4.2 Dashboarding & MIS • Build, maintain, and update the MEL division's live dashboards covering inspection status, attendance compliance, grievance resolution, and consequence actions. • Prepare weekly, monthly, and quarterly monitoring reports for internal teams, MSDE— ensuring data accuracy, narrative quality, and on-time delivery. • Maintain MoM records for MEL meetings, stakeholder reviews, and PMC sessions. • Support real-time MIS development by diagnosing data lags on SIDH and coordinating fixes with technical teams. 4.3 Consequence Management • Draft and process Show Cause Notices (SCNs) for discrepant centres via digital platform. • Coordinate responses to SCNs, track response timelines, and prepare case summaries for presentations. • Maintain a consequence tracker documenting actions issued (Warning / Financial Penalty / Target Revocation / Suspension) and outcomes. • Assist the Manager in follow-up compliance verification post-consequence action. 4.4 Data Management & Analytics • Validate candidate records, assessor reports, and certification outcomes against inspection data, flag discrepancies. • Conduct field data audits and random sampling to verify accuracy of reported results. • Support research and evaluation studies, including data collection, cleaning, and analysis. • Assist in developing the stakeholder rating system by consolidating performance. 4.5 Stakeholder Coordination & Communication • Liaise with NSDC HQ teams, MSDE officials, and other stakeholders for data collection, compliance follow-up, and report inputs. • Communicate MEL findings and requirements to internal and external stakeholders in a structured, professional manner. • Support capacity-building workshops for State teams and inspection agencies on MEL SOPs and compliance parameters. 5. ELIGIBILITY CRITERIA Required Preferred Education Bachelor's degree in Management, Social Sciences, Statistics, Economics, or related field Postgraduate degree in a relevant discipline (MBA / MA / MSc) Experience Senior Analyst: min. 3 years years in M&E, MIS, data analytics, or programme management in the development/skilling sector Experience with government skilling programmes (PMKVY, DDUGKY, SANKALP) or similar large-scale training or government initiatives Domain Hands-on experience in monitoring, dashboarding, compliance tracking, and stakeholder reporting Familiarity with national portals and platforms 6. KEY COMPETENCIES 6.1 Technical / Domain Skills • Ability to interpret monitoring data and inspection report for trend analysis. • Understanding of grievance redressal frameworks and consequence management workflows. • Familiarity with biometric systems, virtual verification protocols, and field-data quality standards. 6.2 Functional / Tools • Strong proficiency in MS Excel (advanced formulas, pivot tables, charts, dashboards) and MS PowerPoint. • Experience building and maintaining operational dashboards; exposure to Power BI or Tableau is an advantage. • Ability to draft professional communications, MoMs, and structured reports for senior stakeholders. • Data management skills: cleaning, validation, reconciliation, and documentation of large datasets. 6.3 Behavioral / Soft Skills • Analytical mindset: ability to identify patterns, anomalies, and systemic gaps in programme data. • Attention to detail and high standards of accuracy in reporting and documentation. • Effective communicator — written and verbal — with confidence to present findings to senior audiences. • Collaborative and adaptable; able to manage multiple workstreams with competing deadlines. • Willingness to travel for field visits, audits, and regional workshops as required. 6.4 Desirable Attributes • Prior experience in concurrent monitoring of government schemes. • Ability to work independently in a lean team while managing junior resources. • Comfort navigating ambiguity in fast-evolving government programme contexts.
