Job Description Software Development Project Director (TP5) Job Level: TP5 – Senior Technical Program Director Department: Technology / Engineering Location: Flexible Reports To: Head of Technical Program Management & Governance Role Overview The Software Development Project Director (TP5) is a senior-level Technical Program Director responsible for leading complex, cross-functional software development programs. This role requires deep experience in orchestrating enterprise-scale initiatives, strong technical acumen, and the ability to drive alignment across engineering, product, architecture, and business teams. At the TP4 level, the individual operates with significant autonomy, owns high-impact programs end-to-end, improves organizational delivery processes, and influences technical and business decisions across multiple teams. Director PMO & Governance Profile Summary A strategic leader responsible for enterprise governance, portfolio oversight, risk management, compliance, and transformation execution. Drives operational excellence through standardized reporting, data-driven decision making, Agile and AI-enabled delivery practices, modernization governance, and effective stakeholder alignment while ensuring successful execution of strategic business objectives.
Leadership & Strategic Management Proven experience leading enterprise PMO, governance, and transformation initiatives across large, complex organizations. Strong executive presence with the ability to influence senior leadership, stakeholders, and cross-functional teams. Demonstrated success driving strategic planning, portfolio management, and organizational transformation programs. Experience leading geographically distributed teams, contractors, vendors, and external partners. Program & Portfolio Governance Expertise in enterprise program, portfolio, and project management methodologies. Strong governance, risk management, and compliance leadership experience. Proven ability to establish PMO frameworks, reporting standards, KPIs, dashboards, and executive-level governance processes. Experience managing large-scale modernization, digital transformation, cloud migration, and technology initiatives. Risk, Compliance & Audit Management Deep understanding of regulatory, audit, and compliance frameworks including SOC, PCI, cybersecurity, and operational risk management. Experience leading enterprise audits, remediation programs, and governance reviews. Ability to identify, assess, and mitigate enterprise risks while ensuring business continuity and operational resilience. Operational Excellence Expertise in operational reporting, business metrics, performance management, and data-driven decision making. Strong analytical and problem-solving skills with the ability to translate complex data into actionable executive insights. Experience implementing continuous improvement initiatives that drive efficiency, quality, and cost optimization. Technology & Engineering Governance Understanding of software development lifecycle (SDLC), Agile methodologies, DevOps, release management, and modern engineering practices. Experience governing large-scale technology modernization programs, cloud initiatives, AI adoption, and automation strategies. Knowledge of disaster recovery, business continuity, cybersecurity, and technology risk management principles. Stakeholder & Vendor Management Exceptional communication, facilitation, and executive reporting skills. Proven success managing strategic vendor partnerships, contracts, statements of work (SOWs), and delivery governance. Ability to align business, product, engineering, operations, risk, and compliance stakeholders toward common objectives. Preferred Qualifications Bachelor's degree in Business, Information Technology, Engineering, or related field; Master's degree preferred. PMP, PMP, PMI-ACP, SAF, ITIL, Scrum, CISSP, CRISC, or equivalent certifications preferred. 10-15+ years of progressive leadership experience in PMO, program management, governance, technology delivery, or related functions. Experience managing enterprise portfolios, regulatory programs, modernization initiatives, and executive-level reporting in a software, financial services, or technology organization.
