About the project

The Urban MaCare Initiative, supported by Thermo Fisher Scientific, strengthens antenatal care for women in urban slum settlements. Frontline workers use the MaCare Kit — a portable, solar-powered screening kit that combines hemoglobin, blood pressure, glucose, foetal heartbeat, weight and nutrition assessment — to screen pregnant women at home, identify high-risk pregnancies early, and link them to Urban Primary Health Centres. Phase 2 runs to March 2027 across Kolkata, Gurugram and Ahmedabad. ROLE PURPOSE

The City Health Coordinator leads day-to-day implementation, monitoring and government coordination of the Urban MaCare Initiative in one assigned city. The role ensures that pregnant women in urban slum settlements are identified early — preferably in the first trimester — screened using the MaCare Kit, counselled through the continuum of antenatal care, and linked to Urban Primary Health Centres, with high-risk pregnancies tracked through to referral completion. Key relationships

Internal: State Lead – PIU, Project Manager, MEAL, Finance, Communications and fellow City Health Coordinators. External: UPHC Medical Officers and Medical Officers In-Charge, ANMs, ASHAs, Anganwadi Workers, NUHM and municipal health officials, District Health Society, and community groups including women’s collectives and men’s forums. KEY AREAS OF ACCOUNTABILITY

A. Programme planning and delivery

  • Translate the project design into a city-level detailed implementation plan, with monthly activity calendars, targets and budgets, and review progress against them.
  • Develop and maintain key project documents — logical framework, milestone tracker, MEAL plan, MIS, risk register, procurement plan and stakeholder engagement plan — and review them periodically.
  • Plan and oversee quarterly pregnancy surveillance drives with ASHAs and Anganwadi Workers, using eligible-couple lists to identify newly pregnant women early.
  • Ensure home-based antenatal screening is delivered to plan across the assigned settlements, and that coverage gaps are identified and closed.
  • Oversee the delivery of community awareness campaigns, male engagement forums and family engagement sessions (Pati Sammelan and Saas–Bahu Sammelan).

B. Technology-enabled screening and data quality

  • Ensure MaCare Kits are correctly used, maintained, charged and accounted for, and that consumables are replenished in time.
  • Verify that screening data is recorded accurately and in government-aligned formats, avoiding any parallel or duplicate data system.
  • Maintain a live line-list of pregnant women screened, high-risk cases identified, referrals made and referrals completed.
  • Conduct spot checks on data quality and act on discrepancies with the MEAL team.

C. Government convergence and stakeholder engagement

  • Organise monthly coordination meetings with Medical Officers, ANMs and UPHC staff for joint line-listing and high-risk pregnancy tracking.
  • Develop and publicise a monthly UHND calendar in collaboration with UPHCs and municipal health officials, and strengthen UHND sessions as reliable service points.
  • Build and sustain working relationships with the Health and Women & Child Development departments at city and district level, and secure the approvals the project requires.
  • Represent Bal Raksha Bharat in city-level networks, reviews and forums relevant to maternal health.

D. Team management and capacity building

  • Supervise, mentor and appraise Community Health Volunteers, setting clear weekly priorities and reviewing field performance.
  • Support the training and capacity building of frontline workers — ASHAs, ANMs and Anganwadi Workers — on high-risk pregnancy identification and counselling.
  • Facilitate refresher sessions on the MaCare Kit and on gestation-specific counselling using the MoHFW Maternal Nutrition Toolkit.
  • Create a supportive, safe and inclusive team environment in line with our values.

E. Monitoring, reporting and learning

  • Conduct regular field visits and review meetings, analyse data, and take corrective action with the line manager where targets are at risk.
  • Prepare accurate and timely monthly, quarterly and annual reports, activity updates and responses to information requests.
  • Support baseline and end-line assessments, case study documentation and donor field visits.
  • Capture and share field learning so that it informs programme adaptation and wider replication.

F. Safeguarding, compliance and duty of care

  • Ensure child safeguarding and PSEA standards are understood and applied by all team members and partners within the project scope.
  • Ensure informed consent is obtained before any photograph, quote or case study is collected, and that beneficiary data is handled confidentially.
  • Comply with organisational policies on finance, procurement, anti-fraud and anti-harassment.
  • Undertake any other task reasonably assigned by the line manager. PERSON SPECIFICATION

Qualifications

  • Post-graduate degree in social sciences, social work, public health or a related discipline from a recognised university is essential.
  • A degree or diploma in public health, or equivalent field training in maternal and child health, will carry additional weight.

Experience

  • 2–3 years of experience with a reputed NGO in a project implementation role.
  • Demonstrated experience of working with government health systems at city or district level, preferably within NUHM or NHM structures.
  • Experience in maternal, newborn and child health programmes; experience with technology-assisted or device-based screening models is a strong advantage.
  • Experience of supervising field staff or community volunteers.

Essential skills and attributes

  • Fluency in the local language of the assigned city — Bengali for Kolkata, Hindi for Gurugram, Gujarati for Ahmedabad — in addition to working proficiency in English or Hindi.
  • Strong report writing and documentation skills.
  • Budget management and basic procurement skills.
  • Proficiency in MS Excel, Word and mobile data collection tools such as KoBo Toolbox.
  • Strong communication, interpersonal, networking and influencing skills.
  • Planning, organisational and time management skills, with the ability to work independently in field conditions.
  • Willingness to travel extensively within urban slum settlements and to work flexible hours, including occasional weekends for UHND sessions or community events.

Desirable

  • Prior experience in urban health or work with migrant and slum populations.
  • Familiarity with government maternal health schemes — JSY, JSSK and PMMVY — and with RCH or ANMOL reporting systems.

Safeguarding Level 3 — the role holder will have frequent contact with children, young people and pregnant women through programme work, and will handle personal data. A police verification check is required.

Data protection and confidentiality

The role holder will handle sensitive health information about pregnant women. All data must be recorded in government-aligned formats, stored securely, and shared only with authorised health personnel. Beneficiary information must never be shared on personal devices, social media or with third parties, and written consent must be obtained before any photograph, quote or case study is used.
